Responsibilities
Serves as a manager reporting directly to the Division Manager of the Research & Development Management Division, ANG-E4.
Coordinates and manages Federal Aviation Administration (FAA) Research, Engineering and Development portfolio (RE&D;), Facilities and Equipment (F&E;), and Grants-In-Aid for Airports (AIP) with researchers to plan, communicate, and report on research programs and projects.
Manages the Research, Engineering & Development (RE&D;) portfolio development in accordance with the FAA budget process and executive guidance.
Ensures budget submission artifacts align with research goals and objectives specified in the NARP and the Department of Transportation (DOT) strategic goals.
Coordinates with the Division Manager on management of the Research, Engineering & Development Advisory Committee (REDAC) oversight process in accordance with Federal Advisory Committee Act (FACA) requirements.
Coordinates all information exchange between the FAA and the REDAC to ensure research program review findings and recommendations are addressed.
Prepares, coordinates and presents research program performance reports as required to internal and external stakeholders.
Participate in NextGen enterprise initiative, Research & Development portfolio optimization.
Provides access to and delivery of information resources in support of FAA's research, development, and learning needs.
Develops and maintains research data repositories and access protocols to support public access policies.
Maintains a comprehensive understanding of the objectives and research and development needs of FAA.
Ensures the organization's products and services meet customer needs and the policies of the assigned directorate.
Develops and approves solutions to problems while considering operational, technical, budgetary, regulatory, and political effect.
Consistently applies detailed knowledge of budget, human resource management, and administrative policies and procedures in the management of branch personnel.
Occasionally attends bimonthly Office of the Secretary of Transportation meetings for the division.

****BASIC REQUIREMENTS:
A. Degree: mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics.
or
B. Combination of education and experience -- courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education.
The total course work in either A or B above must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.
In addition to the basic requirements above, to qualify for this position at the payband K you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J, FG/GS-14 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized experience may include but not limited to: Experience with the NAS enterprise architecture and concepts of operations to ensure research programs support long range operational objectives; experience working with a research, engineering and development portfolio in accordance with the FAA budget process.
