Responsibilities

Serves as a staff and technical advisor to management in the administration and operation of the regional labor and employee relations programs for the Western Pacific Region. Incumbent is responsible for the full range of labor relations activity. The incumbent writes a wide variety of correspondence and other documents necessary in labor relations programs. Duties include, but are not limited to: serves as a technical authority and provides guidance and assistance to managers and supervisors in union/management relations, grievances, and disciplinary and adverse actions; recommends appropriate actions and alternatives; provides guidance and assistance to all levels of regional and facility managers, supervisors and employees on all matters arising within these program areas; provides assistance and guidance in administering union contracts and interpreting provisions of the Federal Labor Management Relations Statute; facilitates informal resolution of grievances and ULP's; and represents the agency in arbitration hearings and other third party hearings.

This position may be filled at the G, H or I band. The G and H pay bands are considered developmental and require less responsibility and more supervision. The I band is considered the full journeyman level. Identification of promotion in the vacancy announcement does not constitute a commitment or an obligation on the part of management to promote the employee selected at some future date. Promotion will depend upon the selectee meeting training, qualification requirements, and recommendation by the supervisor.

To qualify for Pay Band FV-H, you must demonstrate that you possess at least 1 full year of specialized experience equivalent to FV-G or FG/GS 10/11. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized Experience includes, but is not limited to: Brief and train on union rights to negotiate/bargain on policies, practices and working conditions; interpret and apply provisions of collective bargaining agreements; responding to grievances at various steps in the procedure; investigating ULP complaints; investigate and assist with third party hearings; conduct fact finding inquiries; advise management on issues such as conduct and discipline, adverse actions, grievances, and other appeals; use analytical and problem solving methods to interpret and analyze facts and allegations, and provide legal recommendations.

To qualify for Pay Band FV-I, you must demonstrate that you possess at least 1 full year of specialized experience equivalent to FV-H or FG/GS 12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized Experience includes, but is not limited to: Experience that demonstrates expert knowledge of employee and labor relations laws, regulations, policies and other pertinent guidelines; interpret and apply provisions of collective bargaining agreements; serving as an advisor to managers/supervisors regarding complex employee & labor relations issues, including grievances, unfair labor practices, misconduct investigations, adverse actions/appeals; serving as agency representative, or actively participating, in arbitrations and other third-party hearings.

Education

Education Substitution: Substitution of education or equivalent combinations of education and experience may be qualifying for this position. To qualify based on education, you must submit a copy of your college transcripts. If selected, official transcripts will be required prior to employment. FV-G: Successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, is required.
