Senior Program AnalystDuties & Responsibilities:The candidate shall provide expert-level support to the Aircrew Systems, Aviation Fleet Readiness Center, Common Avionics, Aviation Inventory Support, Aviation Flight Hour Program, Aviation Material Support, F-35C Autonomic Logistic Information System and Support Equipment (SE), Aircraft Engine Inventory Requirements Officer performing the following:Support all phases of the Joint Capabilities Integration and Development System (JCIDS) process including concept of operations, capabilities based assessments, analysis of alternatives, initial capabilities documents, capabilities development documents, and requirements memoranda.Provide analysis on Future Year’s Defense Program (FYDP) and year of execution requirements vetting to ensure the fleet’s top priorities are supported and defended.Conduct investigative analysis to assess the impact of programmatic changes on system acquisition, support, and sustainment.Provide analysis of technology advancements and/or product improvements to increase warfighter capabilities and performance. Draft the response for government review and final submission. (OSD), and Congressional taskersMonitor the Program Budget Information System (PBIS) for changes and construct load sheets as needed in support of budget programming.Build government approved POM issue sheets to define program needs or shortfalls.Provide assistance to the program office on budget exhibit preparation and review submissions for anomalies. Provide financial management support by monitoring programmed and budgeted resources against actual execution of approved funds.Identify issues, concerns, and impact of budgetary adjustments to ensure funds are effectively and efficiently meeting DoN needs.Qualifications:13 years of aviation maintenance managerial experience Minimum 3 years of operational fleet experience or 10 years of Department of Navy naval aviation experience. Understanding of Echelon I staff functions and relationships with other echelon commandsKnowledge of naval aviation (USN/USMC) programs missions and challenges.Completed (PPBE) Planning, Programming, Budgeting & Execution Class Overview and/or, actual working experience with the PPBE process.Working experience with Program Budget Information System (PBIS).Working experience with PBIS within the last two years and familiarity with the OPNAV TV5 tasker system.Familiarity with OPNAV organizational structure, mission and roles providing advice to senior Navy, Marine and DoD leadership.Secret ClearanceEducation Requirements: Bachelor’s degree and 15 years of experience.
