The Safety Management System (SMS) Aviation Safety Action Program (ASAP) Manager supports the safety team and business units with continuous improvement of the SMS with an emphasis on the ASAP reporting program. The SMS ASAP Manager leads the ASAP team in administering the ASAP programs for Alaska Airlines or Horizon Air. The SMS ASAP Manager serves as a subject matter expert for all ASAP programs and serves as the ASAP liaison for AAG in the industry. This is a key role in the SMS that leads the ASAP team to provide independent and objective analysis by using a risk-based, value-added approach with a focus on ASAP reporting.
Scope & Complexity
This position manages the Aviation Safety Action Program activities within the Safety Management System for Alaska Airlines or Horizon Air.
Manages the execution and continuous improvement of ASAP Programs, including Inflight, Flight Ops, Dispatch, Maintenance, Maintenance Management, and Ground Operations for their respective airline.
Provides subject matter expertise on program requirements and procedures based on FAA guidelines.
Maintains good working relationships within AAG, the FAA, and with union representatives.
Promotes SMS by facilitating the development of tools and techniques that strengthen safety assurance and safety risk management.
Leads Safety Risk Management (SRM) assessments in coordination with the Manager, Safety Risk Management.
Sets an example for the safety team key competencies: safety advocacy, professional curiosity, analytical approach, personal accountability for results, credibility with peers, subordinates & leaders, and thoughtful and effective communication skills.
Leads efforts for continuous analysis of ASAP data to identify trends, safety concerns, and effectiveness of safety risk controls.
Serves as the primary focal for tracking, analyzing, and communicating ASAP metrics across all programs.
Prepares analyses of ASAP reports and advises the Event Review Committee (ERC) of safety trends for use in corrective action recommendations.
Facilitates training for Event Review Committee members.
Tracks program metrics and milestones, such as MOU renewal, newsletter publication, Safety Review Board inputs, initial and recurrent training, annual reviews
Fosters a participatory and team-oriented leadership style, while still effecting change.
Instructs, supervises, directs, mentors, and counsels Safety staff to develop and retain our talented team.
Works with the Safety team to maintain a culture of continuous improvement by developing and implementing safety process improvement tools and techniques.
Performs special analyses and reviews upon request, including system implementations and/or safety and compliance investigations.
Acts on behalf of the SMS General Manager as required.
Job-Specific Skills & Education
A minimum of 5 years of aviation experience in any of the following areas: aviation safety, or airline operations or military aviation experience.
Ability to confidently lead regular meetings which include members from the FAA, union(s), and company managers or directors.
Effective communication skills (e.g., verbal, written, and listening).
Detail oriented and highly organized, with ability to work independently with limited guidance in a fast-paced environment.
Strong analytical skills.
Able to balance competing demands while producing quality results in a fast paced environment.
Proficiency with Microsoft Office applications (e.g., Word, Excel, PowerPoint, SharePoint, and Outlook).
A Bachelor of Arts or a Bachelor of Science degree, with a focus in aviation safety or a related discipline.
High school diploma or equivalent required
Minimum age of 18
Must be authorized to work in the U.S.
Subject matter expertise on the Aviation Safety Action Program (ASAP) as detailed in FAA Advisory Circular 120-66, the Memorandum of Understanding (MOU), and other FAA guidance.
Knowledge of safety reporting in general and Safety Management System (SMS) goals.
Proficiency using the following AAG databases: JCTE Crew scheduling, FOGS, and TRAX.
Knowledge, training, or experience in one or more groups covered by ASAP: Pilot, Flight Attendant, Dispatcher, Ground, Mechanic, or extensive ASAP experience.
FAA certificated airman or military equivalent preferred - commercial/ATP, airframe/mechanic, dispatcher, etc.
Proficiency with Tableau.
Statistical analysis experience and skills.
A Master of Arts or a Master of Science degree is preferred.
Lean or Six Sigma professional certification is preferred.
FAA Certificated Airman certification is preferred.
