Summary
Serves as a Program Manager (Dashboard) in the Business Management and Performance Division of the Office of Accountability and Strategic Business Management. The incumbent supports Human Resources Management subject matter information-sharing initiatives. Specifically,responsible for coordinating with internal/external stakeholders to review, plan, design, implement and maintain reports and dashboards to assist those stakeholders in managing their programs and future initiatives.

Responsibilities
Performs a wide range of complex duties implementing strategic improvements through designing operational plans and managing information systems within a Human Resource (HR) Management environment; and is responsible for analyzing the effectiveness and efficiency of Federal HR policies, programs and operations.
Coordinates with subject matter experts in the configuration, performance planning, tuning and optimization of all environments including, development, user testing and training and development of training material as needed to support the creation of data visualizations and data collection programs.
The incumbent applies experience and comprehensive knowledge of data visualization software (e.g., Tableau) and database structure and languages (e.g., SQL) to create visualizations from existing datasets and create databases for visualizations when datasets do not exist or must be merged from multiple sources.
The content of the reports and dashboards span a broad range of technical and administrative disciplines, requiring the incumbent to quickly learn new processes and effectively communicate with stakeholders from a broad range of technical backgrounds to include (but not limited to); personnel accountability, strategic workforce analysis, case allegations and trends, retirement eligibility, hiring demographics, staffing time-to-hire, career development and budget execution.
Performs work analysis and evaluation of workflows, process maps or similar tools to provide comprehensive workforce analysis of staffing needs as well as recommendations for consolidating or streamlining operations in support of increasing quality and the performance of organizational units.
Acts as a coordinator/instructor for training and process improvements related to HR Management business processes, office and organizational goals development, reporting, incentives, personnel actions, metrics, benchmarking, monitoring automated procedures or integration of software solutions and re-engineering initiatives. Includes but is not limited to the development of training materials and user tools such as Tableau, KSN and Sharepoint.
Incumbent will be required to facilitate meetings with senior level managers and Executives; present findings, advise and make recommendations to managers, Executives and other internal and external customers of AHR and create and disseminate reports of various complexities using electronic or other media.
Coordinates with other program managers whose programs rely on accurate and timely reporting of information about ongoing work in the Human Resources Management, and supports program managers with reviewing, planning, designing, implementing and maintaining integrated data tracking and management tools.
Tracks AHA-120 program documentation deliverables in a timely manner from initial creation to final archiving, which includes internal and external organizational taskers and maintenance of official final copies in AHR repositories/databases.
Reviews information, reconciles conflicting data, and devises new and modified methods to analyze and report findings to applicable senior level management; analytics completed with the advice and guidance of senior consultants or the AHA-120 Manager.

Qualifications
To qualify for this position you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to the GS-12 or FV-H in the Federal Service.
Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. To be credible, specialized experience must have been at least equivalent to the next lower grade in the normal line of progression for the occupation in the organization.
SPECIALIZED EXPERIENCE includes:
Experience in data analysis and evaluation of workflows, process maps or similar tools to provide comprehensive workforce analysis of HR Management staffing needs as well asprogram recommendations.
Developing highly complex and detailed human resource management reports, utilizing dashboards, developing streamlined and secure business processes, and performing complexed business functions through Tableau, Microsoft Access and Excel to create filters, queries, reports and tables on a recurring and ad-hoc basis..

Experience initiating, developing and producing graphical displays of information using data visualization and data collection programs software (Tableau) in a HR Management environment.
Experience with the development and execution of programs that improve organizational effectiveness, efficiency, and/or meet strategic objectives.
Knowledge of and skill in analytical principles and methods and application thereof in order to lead, train,, develop, design, or conduct special studies or projects.
